參議院撥款委員會即將審議

請大家繼續遊說議員支持AB54

【加州中醫師聯合總會三藩市六月六日消息】加州中醫政治聯盟委託戴馬力眾議員提出的針灸保險法案 (即 AB54 提案)已先後順利通過眾議院衛生委員會（13:3，一月十五日）和眾議院撥款委員會（11:5，一月二十四日）以及眾議院全體會議（46:27，一月二十九日）。提案隨即提交參議院繼續審議，首先順利通過參議院衛生委員會（7:1，五月七日）。該案將于六月二十三日在參議院撥款委員會再行表決。

現行保險法只規定醫療保險要有“可供選購”（OFFER）的針灸福利。戴馬力眾議員提出的針灸保險法案要求將此條款改為“規定提供”（PROVIDE）針灸福利﹐以保障投保人獲得針灸治療的權利。二十五年來中醫界爭取保險支付針灸，已經三次闖關都沒有成功。今年加州中醫政治聯盟將這項關係到全體職業中醫師和廣大中醫病家的切身利益的 AB54 針灸保險法案列爲政治行動的主打立法目標之一﹐實行第四次叩關。運作至今，進展順利。

為確保立法成功，請立即給參議院撥款委員會主席托拉克森辦公室打電話、發電郵、或寫信，表達閣下對針灸保險法案的強烈支持。除了醫師們自己寫信，也動員病家們寫信。附上樣板信稿供大家參考。此外，除給委員會主席集中投書，我們還要與分散在各地的委員會成員聯絡，拜訪他們的選區辦公室，給他們寄遊説信，以選民的身份要求支持本提案。鑒于撥款委員會審議過程高度集中，為節約人力物力，盡量減少對醫師診所業務的影響，加州中醫政治聯盟建議不必動員同業參加公聼會。

Dear Senator Torlakson:

I am a California licensed practitioner of acupuncture and Chinese medicine. I have had the privilege of treating many California patients and have great success in helping them recover from illness and injuries.

Acupuncture has been playing an important role in the California health care system for more than 30 years. This medicine is effective and low cost that has become very popular in this State. In fact, insurance companies have saved a great deal of money over the past three decades because patients selected acupuncturists for their treatment and have found the treatment to be effective.

Existing law only requires health care service plans and health insurers to offer, instead of provide, coverage of acupuncture.  This deficiency in the law has and will continue to prohibit many Californians from seeking Chinese medical help and forces them seek only high cost conventional health care. AB 54 will correct this inequity and make certain that acupuncture is recognized and covered for all Californians.

I, and my patients, are concerned with the excellence of services provided by members of this noble profession, and to that end, I am proud to add my name as an enthusiastic supporter of AB 54.

I ask for your support when this measure is heard in the Senate Appropriation Committee. Thank you so much for your consideration.
